J. Wesley Hawthorne
Mr. Hawthorne has been working professionally in the environmental industry since 1999, specializing in development and implementation of services and solutions in the areas of environmental compliance, remediation, and sustainability. As CEO, he currently leads the overall operations of the company. As a seasoned environmental and engineering executive, Hawthorne incorporates innovative analytical tools and methods to develop strategies for customers for portfolio analysis, project implementation, and management. His comprehensive knowledge of technical and environmental compliance best practices and laws enable him to create customized, cost-effective and customer-focused solutions for the specialized needs of each customer.
Mr. Hawthorne holds an M.S. in Environmental Engineering from Stanford University and B.S. degrees in Geology and Geological Engineering from Purdue University. He is registered both as a Professional Engineer and Professional Geologist, and is also accredited as Lead Verifier for the Greenhouse Gas Emissions and Low Carbon Fuel Standard programs in California, Oregon, and Washington.

Nancy-Jeanne LeFevre
Ms. LeFevre is an expert in GHG and LCFS consulting and verification, corporate sustainability verification, environmental review, pollutant source assessment, and TMDL studies. As the technical lead for alternative fuel producers and fuel suppliers, Ms. LeFevre provides expert consulting services to support compliance with multiple state GHG and LCFS programs. She managed and supported hundreds of greenhouse gas verifications under the California LCFS and MRR programs as Lead Verifier with all Sector Specialties: Oil & Gas Systems, Process Emissions, and Transactions. Using her engineering background, Ms. LeFevre also actively works on projects for environmental review, pollutant source assessment, vapor intrusion investigation and mitigation, hydrologic and water quality modeling, and TMDL studies for several groundwater remediation sites.
Ms. LeFevre holds an M.S. In Environmental Engineering from Michigan Technical University, and a B.S. in Biology from Principia College. She is registered as a Professional Engineer in California and Minnesota, and is also accredited as a Lead Verifier with all three sector specialties under the MRR and since the beginning of the LCFS program. Ms. LeFevre is also accredited as a Lead Verifier under Oregon DEQ’s GHG and CFP verification programs, and accredited under Washington ECY’s GHG verification program.

Africa Espina
Ms. Espina has been working as an environmental engineer since 2005, with experience in environmental compliance, civil design, GIS and data management, site investigation, waste characterization, monitoring, and remediation. Ms. Espina has participated in multiple roles within the project team including technical lead, project lead, and project manager. Currently, she assists in the management of several groundwater remediation sites, including vapor intrusion evaluation and mitigation. Her experience includes developing and implementing work plans, data analysis, report preparation, client/stakeholder/agency liaison, coordinating with contractors, supervising team members, and implementing projects within budget and schedule.
Ms. Espina holds M.S. and B.S. degrees in Civil and Environmental Engineering from the University of Iowa. She is registered as a Professional Engineer in Iowa, and is also accredited as a Lead Verifier for Greenhouse Gas Emissions in California and Washington.
